thoughts from earlier:

to bring those books with me. That's some crazy shit that I studied, and i've earned rights to have that shit at my desk.

tasks schedule by loop and prioritize by layer interrupt then interrupt handles
sheduling by bit reading and toggling

what i need to do:
1. Completely confirm scheduling algorithm
works as you thought it did (prioritized interrupts and bit reading/toggling)
2. look at the
INITIALIZATION FUNCTION for each layer. In general when determining what a
layer does, its good to see how it initializes
